Crash "donut" as seen on Top Gear
In an episode of Top Gear, the boys are seen wearing crash protection that seems to be a padded "donut" around their necks, and open face helmets as they run into brick walls. These look lime some sort of cheap hans device.

Anyone know if these are available commerically?

Neck Brace
I think you are talking about a Neck Brace which is a common item in motorsports.
It supports your helmet so that the weight is taken by your shoulders instead of your neck during hard cornering. It can also help in frontal impacts if you have a full face helmet.

HOWEVER, be aware that there are neck braces and neck braces. It needs to be of the correct shape and size for your neck, head and helmet. A badly fitted neck brace can actually increase injuries. If it is so thick that it lifts your helmet or so it tips your helmet forward, then this can cause serious head and neck problems in a severe impact injury.
